Preservation Program Winter MaintenanceThe Ministry will apply sand to highways with packed snow or icy sections as required to improve traction for the traveling public. Sand is mainly used on packed snow at intersections and hills were traction is essential when temperatures are too cold for chemical treatment. Salt is effective when temperatures are warmer than -6C and weather conditions calm and sunny. Salt may be mixed with sand which helps the sand stick to the heavy snow pack where traction is essential. Calcium Chloride is used for ice removal when temperatures are warmer than -25C.
