HIGHWAY TRAFFIC OFFICER

The Ministry of Highways and Infrastructure has challenging opportunities in various locations throughout the province for highly motivated individuals who are interested in a career as a Highway Traffic Officer. Your primary goal will be to protect the infrastructure and ensure the safety of all highway users, as well as monitor compliance with National Safety Code requirements and Commercial Safety Alliance standards through the operation of permanent and portable weigh scales and mobile patrols within a designated geographical location.

As a Highway Traffic Officer, you will enforce transportation legislation, policies and agreements for commercial vehicles using Saskatchewan roads. You will be responsible for checking commercial vehicle operators for licensing, certification and insurance and inspecting vehicles for safety, weights and dimensions, permits and registrations. Your duties will include laying charges, appearing in court, conducting investigations, and preparing reports. Your exceptional interpersonal and communication skills will be used to interact with team members, other enforcement and government agencies, as well as the commercial transportation industry.

A Highway Traffic Officer is required to work shift work, travel with overnight stays away from your headquarters, and be in a position to operate an enforcement vehicle in a safe manner. You must pass a criminal record check and must be appointed a Special Constable pursuant to The Police Act, 1990. The successful candidate will also be required to complete a compatibility assessment that consist of problem-solving and temperament questionnaires, a physical and medical assessment prior  to being hired to work as a Highway Traffic Officer/Special Constable. All successful candidates must undergo and pass the North American Standard Inspectors' Training course in order to be certified as a CVSA Inspector.

Typically, the competencies required for this position would be obtained through a university or registered college with respect to a 2 year diploma in Law Enforcement with a focus on commercial vehicle enforcement, investigative and legal/court processes, procedures and documentation related to road transportation.", or an equivalent combination of education, training and experience to successfully meet the competencies.

You will have the demonstrated ability to:

  • Independently and in consideration of deadlines and resource availability, plan, organize and prioritize work activities to meet program mandate.
  • Organize, record, and present verbal and written information in a clear, concise, complete, accurate and timely manner.
  • Conduct interviews, self-initiated or in response to complaints/inquiries, to gather applicable information for potential enforcement action.
  • Recognize and evaluate potential risks to yourself or public and take steps to minimize and/or resolve these.
  • Reduce and/or manage (the effect of) stress in a non-threatening as well as potentially dangerous or threatening work environments.
  • Identify, assess and/or resolve issues and conflicts with people such as violators, complainants, and stakeholders.
  • Interpret and apply applicable federal, provincial statutes/regulations, municipal bylaws and policies, programs and agreements relating to road transportation and the safe operation of vehicles.
  • Operate an enforcement vehicle, as well as office and specialized equipment in a responsible and safe manner.

You will be:

  • Physically able to inspect vehicles and loads in accordance with Commercial Vehicle Safety Alliance standards.
  • Fair/objective in order to develop good relations with clients/stakeholders and achieve co-operation and promote compliance uniformly within the province.
  • A team player in order to promote a co-operative work environment to achieve effective results and reach common goals (accountable/dependable, dedicated, motivator/leader).
  • Approachable/resourceful in order to provide information to stakeholders relating to all aspects of the road transportation industry.
  • Law enforcement minded in order to thrive in a lifestyle which provides public safety and protects the integrity of Saskatchewan highways (law enforcement attitude/mindset, observant, problem solver).
