The 2008-09 budget provides $16.5 million in new funding to up to 25 urban municipalities under the Urban Highways Connectors program.

Trucking Partnership Agreements may be entered into to allow multiple trips, on defined routes, with trucks that carry divisible loads and exceed the regulated weights for provincial highways.

Bulk Haul Agreement Principles:

Allow movement of freight at weights and/or dimensions exceeding those defined in regulation on provincial highway system.
  1. Defined routes designated within Agreement.
  2. Limited to 31 metres maximum length on the 2-lane system.
  3. Incremental Road Costs (including pavement and bridge costs) are paid to the Transportation Partnerships Fund (TPF) by the Agreement Partner.
  4. Transportation Savings generated on the entire round trip (or portion thereof within Saskatchewan) are shared 50/50.
  5. Vehicle permits issued pursuant to agreements.
  6. Hauls on TMS (thin membrane surface) highways are only allowed if CTI (Centralized Tire Inflation) technology is utilized.

Additional Conditions of Bulk Haul Agreements:

  • Quarterly Reporting and TPF Payments.
  • Speed is restricted on the loaded trip (speed recording devices are required) on all vehicles exceeding primary weights. B-train configurations with qualifying safety records may be allowed up to 100 km/h.
  • No agreement will be taken where the vehicle fails to meet dynamic stability criteria even at reduced speeds.
  • Drivers are subject to special qualifications and performance criteria.
  • Where practical, the shipper must pass a pre-entry audit.
  • Incremental Road Costs are calculated differently for Rail Competitive routes and Non-Rail Competitive Routes to support the provincial policy of encouraging rail use.
