The adoption of a section of highway is a privilege in consideration for public service. Adoption is granted by the Ministry to individuals or groups who assist the Adopt-A-Highway Program in achieving its purpose.
Only individuals or groups determined by the Ministry to be responsible and to exhibit, in good faith, the willingness and capacity to perform the responsibilities of the program will be allowed to participate. The Ministry may refuse to grant a request to adopt a section of highway for the following reasons:
- the section has been contracted under the Youth Litter Program
- granting the request would jeopardize the program
- the request is counter productive to the program's purpose, or creates a hazard to the safety of the public.
Highway safety is a principal concern in all decisions related to the program.
Initial permits for adoption will be for a period of one year. Subsequent permits may be up to a period of five years.
Program participants will be subject to the following requirements and responsibilities:
- Appointing or selecting an authorized representative to act on behalf of the group.
- Obeying and abiding by the guidelines, safety requirements, minimum age requirements, and other terms and conditions established by the Ministry.
- Picking up litter a minimum of two times a year, and as often as necessary to maintain a clean right-of-way.
- Ensuring that the Ministry is notified prior to the start of each cleanup and notified as to the completion of the clean-up.
- Ensuring that all provisions of the permit are fully observed.
