The first paved road in Saskatchewan was constructed in 1928, east of Regina on the way to Pilot Butte.

Terry is the Assistant Deputy Minister of the Operations Division at the Ministry of Highways and Infrastructure. As such, he must deliver leadership on all aspects of planning, designing, constructing, operating and maintaining all of Saskatchewan's highways, airports and bridges.

Terry graduated from the University of Saskatchewan with a degree in Civil Engineering and post-graduate training in Business Administration. He has spent most of his career within MHI where he has served the Ministry in various capacities. This ranges from the position of Resident Design Engineer to the executive level in Central Region in the Ministry since June 2001 to the major role he plays today.
