Peter Kiewit Infrastructure Co. (PKIC) has been awarded a $60.6 million contract to build two overpasses at Martensville (Highway 12) and Warman (Highway 11). The overpasses will improve safety in Warman and Martensville, two of the fastest-growing communities in Saskatchewan.

Under the design-build partnership with the Ministry of Highways and Infrastructure, the PKIC-led consortium is responsible for the design and construction of the overpasses.  In addition to allowing for innovative ways of staging construction, the benefits of a design-build model include greater schedule and cost certainty.

The Government of Canada will contribute up to fifty per cent of total eligible costs through the Provincial-Territorial Infrastructure Component – National and Regional Projects and the Government of Saskatchewan will be responsible for all remaining costs of the project.  

With approximately 14,000 vehicles per day on Highway 12, the new interchange will disperse traffic along Main Street and Centennial Drive in Martensville, reducing congestion and providing safer access to current and future developments.

In Warman, the Highway 11/305 overpass will offer a safe route in and out of the community.  It will also provide an opportunity for future road network expansion, while accommodating traffic during construction.

Pre-construction work will begin in the next few months with completion scheduled for the fall of 2019.


A Request for Qualifications (RFQ) for two interchanges at Martensville and Warman has been released.

During the RFQ, the Ministry will shortlist three proponents who will then proceed to the Request for Proposal (RFP) stage currently planned for late 2015. The Ministry will review each of those proposals to ensure they are compliant and then reward the contract at the lowest cost. The final design may differ from the functional plan.

The interchange configurations may change due to the Design Build process adding innovative solutions and the Ministry’s construction staging of the overpass. The RFQ will be available on SaskTenders at http://www.sasktenders.ca.

Sept, 18, 2015 -Major infrastructure improvements at Martensville and Warman are one step closer as the government releases a Request for Qualifications (RFQ) for the proposed design-build project.
